Broadband speed is a hot topic at the moment. The
prime issue is that private service providers do not
consider there to be an economic case for improving
broadband provision in some areas with poor
connectivity. A key element of this is that it usually costs
providers considerably more to provide broadband
services in rural areas than it does in more urban areas
emda recently hosted a rural broadband summit
which brought together stakeholders from across the
region to explore the potential for improved broadband
connectivity in areas that are least likely to be reached
by mainstream market providers. Delegates were
invited to put forward their ideas to inform a rural
broadband manifesto for the region.
Broadband connectivity has been identified as a
key priority within the Leicester and Leicestershire
Strategy for Economic Growth, 2010-20. Prospect
Leicestershire, as a delivery partner with the new subregional
governance arrangements, is currently leading
interventions within the County. More »

How can you help?
The Broadband Line Information Monitoring Project
(BLIMP) is supported by a number of Regional
Development Agencies to gather information on local
broadband speeds. It aims to measure the broadband
speeds which are being achieved in the real world
and store these in a database from which the relative
levels of service being delivered across the country by
different suppliers can be monitored. This information
will be made publicly available. It will enable an up to
date, self maintaining atlas of Internet connectivity to be
created.

can download a tool which will make periodic
measurements of your line speed and return this data
automatically to the BLIMP database.
You can uninstall the tool at any time, it doesn’t collect
any personal information and the tool should not
significantly impact the performance of either your

The Blaby Central Participatory Budgeting Workshop will be held on Monday 22nd June, and will begin at 5pm, at the Brockington Community College, Enderby. Each proposal should be focused on either Children and Young People, Economic Stability or Vulnerable People.

What is a Parish Meeting?

A parish meeting consists of the local government electors registered for the area for which it is held. In a parish in England where no parish council exists, the district or unitary authority must establish a parish council if the population includes 200 or more local government electors.

If the population includes more than 150 but less than 200 electors, the district or unitary council must establish a parish council if the parish meeting resolves that one should be established. This power is discretionary if the parish is already grouped under a common parish council. More »

Where the population includes not more than 150 local government electors, the district or unitary council may create a parish council if the parish meeting so resolves.

A parish meeting is not a corporate body and is therefore unable to own property or sue or be sued.

Generally speaking it is not a local authority, though for certain limited purposes it may be regarded as one. Its lack of legal personality has not prevented Parliament from enabling it to exercise functions.

Its powers are not as extensive as those of a parish council, although on application the district authority may by order confer on the meeting any or all functions of a parish council.

The parish meeting should assemble annually between 1 March and 1 June and on at least one other occasion during the year. « Less

8,500 HOMES ON THE WAY?

The draft development plan for the East Midlands Region proposes that one of "the best opportunities" to provide the bulk of additional new housing "lie west of Leicester in Blaby (between the A47 and the M69)": that is in Lubbesthorpe parish.

This small rural parish now acts as a "green wedge" between Braunstone to the east, Leicester Forest East to the north and Enderby to the south-west.

The proposal for building a new large housing estate is in addition to the large-scale M1-M69 motorway junction redevelopment. It also involves building extra roads linking with the A47 Hinckley Road and Lubbesthorpe Way section of the A563 ring-road. More »

Representations submitted during this consultation will be considered by an independant Panel at an Examination in Public due to be held in May 2007.

Once approved by the Secretary of State the Regional Plan becomes part of the Development Plan for Blaby District. The District would then be obliged to meet the housing and employment requirements.
